How to solve the crime - criminal population problem

    While doing a quick channel scan this morning, I stopped at the History Channel which is showing the repeat series about gangs in the USA.  A mother, who lived in Compton, Los Angeles, wanted to get her son away from the Crips/Bloods gang problem.  So she moved to a small suburb of Las Vegas with her 14 year old son.  The 14 year old, seeing 'virgin' territory, built his own gang and brought crime and all  of it's horrors to the innocent people that were living peacefully, law abiding citizens.
    We all know that 'crime' is a constant and growing problem.  I watched a news shot last night of two African American males that robbed a jewerly store in mid day, and as an innocent customer tried to get out of the door, was grabbed and hauled back in and beaten by one of the 'robbers'. 
   Currently, B.E.V. is watching a Japanese drama show (in keeping with my now two years of not watching hardly any Hollywood produced prime time TV), which is about a WW2 Japanese soldier who was captured and detained as a prisoner of war until 1952.  Now who and where is how we in the USA, and most of the civilized World can solve our crime/prison population problems. 
    This Japanese soldier was in Manchurica, China at the end of World War Two, when the Japanese Kwantung Army surrendered to the Soviets.  His internment in several Soviet 'gulags', prison camps in Siberia is a tale of survival. 
    But there in, lays the solution.  We as a People in the United States, in general, have a huge soft side when it comes to dealing with criminals, even after our most nearest, dearest loved ones fall prey to these animals.  But the prison populaton has become a huge problem in the United States.  Our criminal justice system is totally broken where time spent in prison is only part of their 'normal' life, of a criminal.  They get out and re-offend, and some innocent person falls victim to the failed system, since the criminals themselves, often feel, believe that they 'have a right' to being a life time criminal.  The time in prison is often meant as first, a punishment for their transgression against civilized society, secondly, meant to to a deterrent to criminals to re-offend and commit more crimes.  The second half often fails.
    What needs to be done is to set up a system with Russia to build and house criminals from 'the West' in Siberia.  Not just another prison system where the criminals get 24/7 TV, library, soft beds, 3 easy meals.  But prison as it should be...the last place you'd ever want to be sent.  That place where one would think twice before committing a crime knowing that is where they are going to end up. 
   Watching a story on the 'gang' story, where a man's son in his twenties, with his friends, were just playing cards in their apartment, where these 'gang-bangers' tied up these young men and shot them all once in the back of the head.  At their trial, none of the gang membes showed any remorse.  This is where time in Siberia would come in handy during a young criminals 'path' to crime or living as a civilized member of society. 
    How the Russian's want to run those prisons will be up to them.  I can hear the bleeding hearts of the 'human rights' crowd now, as the crime continues to rise, innocent people die, and the prison's become more and more populated with life time criminals.  You know, once this system starts, and many of those criminals will not come back, because they will die in that harsh environment of Siberia, the 'word' will get out.  Do the crime...if you want to do the time...in Siberia.  But our streets will once again, become safe for the innocent, law abiding citizen.

Edited and added:  120509 1:10pm CST:   I just read this article online, this 'young man' would be a prime candidate for the Siberian prison system.

17 Year Old Arrested for Murder

(MOBILE, Ala.) Dec. 5 - Police say Vonterry Conner is resposible for the death of Jo Ellen Russell.

Conner has been booked into Metro Jail for Capital Murder.

Jo Ellen Russell was found shot behind the wheel of her car on Thursday morning.

Authorities say after the 63 year old was shot in the neck area, her car kept driving north on Brucewood Drive.

The car knocked over mail boxes and finally came to a stop after hitting and dragging a couch from a trash pile across the street.

This case is still under investigation.
